Functions:

1. Swearing-In of Cabinet Ministers / Ministers of State

2. Appointment, Swearing-In and Resignation of Ministers

3. Allocation of Departments to Ministers

4. Council of Ministers Meeting and related matters

 

Duties:

  1. The Chief Secretary being the Cabinet Secretary has to fulfil certain duties as laid down in the Government of Mizoram (Transaction of Business) Rules, 2014 like issue of notice for meeting of the Council of Ministers, organize such meetings and issue of meeting minutes.
  2. To examine the Cabinet Memorandums submitted by various Departments to see that all perquisites are fulfilled as laid down in the guidelines issued by the Department for submission of Cabinet Memorandum to be placed before the meeting of the Council of Ministers.
  3. To issue appointment orders and organize programmes for Swearing-In of Cabinet Ministers/ Ministers of State and also to deal with resignation of Ministers.
  4. To issue Notification for allocation of Departments to Ministers.

 

The powers and duties of its officers and employees:

  1. Chief Secretary: She is the Administrative Head of the Department.  She controls and is responsible for the overall functioning of the Department.
  2. Additional Secretary: She assists the Chief Secretary and scrutinizes all cases and makes necessary suggestions to enable higher officials to make prompt decision in accordance with prevailing Rules/Norms.  
  3. Under Secretary: She assists the work of Joint Secretary, she is the officer who gives instruction to the section and may issue communication or orders for which approval of appropriate authority has been obtained or any other work as may be assigned to her charge.  
  4. Superintendent: She is the section officer and supervises the work of its dealing hands and submits all cases to the appropriate higher level, maintains punctuality in attendance, discipline, work distribution etc. and any other responsibility as may be assigned to her.
  5. Assistant/LDC: dealing with files relating to all matters under the supervision of the Superintendent.
  6. Peons/IV Grade: Distribution of Daks issued by the Department or any other works entrusted to them by the Superintendent & higher authorities.
